YES. - Your mother is eligible to receive a second family pension (from her unmarried son) even though she is already receiving family pension for her husband.

Your father was a Government employee → Mother is getting family pension-1.
Your brother (unmarried) was also a Government employee → After his death, parents come under Category-II (dependent parents).
AP Pension Rules do NOT stop a parent from receiving two family pensions from two different deceased Government employees. Both pensions are separate and independent:
One from her husband
One from her unmarried son
So she can legally receive both.

Submit a detailed representation Address it to the Head of Office of the deceased son and to the Pension Sanctioning Authority / AG (A&E), AP through proper channel.
Clearly mention:
* Husband’s details, PPO & existing family pension
* Son’s service & death details
* Confirmation that son was unmarried, left no children, and that mother was dependent on him.
