I joined the Irrigation Department as a Laskar on compassionate appointment on 04 October 2001. Later I passed ITI CIVIL in distance course and was promoted as Work Inspector on 26 August 2008. I have now been given 22A but not 22B, am I eligible for 22B?

YES. You are eligible.
You became Work Inspector on 26-08-2008.
For 22-B, you must complete 12 to 16 years service as Work Inspector.
Now it is more than 16 years after your promotion.
So you fully qualify for 22-B.
Yes, an employee who is promoted to a higher post is generally eligible for pay fixation under FR 22-B, provided certain conditions are met.
Here is the rule in simple terms:
✅ Eligibility under FR 22-B (Fixation on Promotion)
FR 22-B applies when a Government servant is promoted to a higher post involving higher responsibilities.
Under this rule:
His pay in the higher post can be fixed at the next stage above the pay drawn in the lower post.
He may also be eligible for one increment in the lower post before fixing pay in the higher post (depending on the promotion type and department rules).
📌 Important Points
1. FR 22-B applies only to promotions, not to mere upgradations.
2. The promoted post must carry higher duties and responsibilities.
3. Pay will be fixed at:
One increment in the lower scale, and Next higher stage in the promotional scale.
📘 Example
If an employee is drawing ₹35,000 in the lower post:
1. Add one increment → ₹36,050 (example scale).
2. Fix pay at the nearest higher stage in the promoted post’s pay scale.
✔️ Conclusion
Yes, after being promoted to a higher post, he is eligible for pay fixation under FR 22-B, as long as the post carries higher responsibilities and the promotion is regular and valid.
