appointment by promotion

person promotted as a lecturer through appointment by promotin on2012 , shall pass the special quqlifying test for regulize the lecturer service, but department donot conduct the test upto 2018, and also not extended the porbeshion period tii date, now i have any right to ask my regilarization, test was not conducted in two years and also probeshion period was not extended please suggest any answer
