Will the old service register be considered in the new job

I have joined as surveyor in 2018 through direct recruitment in tspsc and all the entries in service register are entered . In 2024 i got a job in Rws as AEE through direct recruitment. So to continue in the same Service register the section officer is asking for any instructions. is there any circular. please clarify
