Seeking clarification on implementation of another punishment (RTSP) while under currency of punishment (RTSP)

Sub: – Seeking clarification on implementation of another punishment (RTSP) while under currency of punishment (RTSP).
It is infromed that, the candidate was awarded the punishment of “Reduction of Time Scale of Pay by four stages for a period of four years with cumulative effect” for his unauthorized absence from 18.03.2024 to 10.07.2024 (114 days) and the AWL period was treated as Leave without Pay (LWP)
Accordingly the said punishment was implemented where the pay of the candidate was reduced to four stages from Rs.57,100/- and fixed at Rs.51,140/- w.e.f. 20.08.2024. (After reduction of four increments for total Rs.5,960/- (1580 + 1460 + 1460 + 1460)). Hence the AGIs due to him on 01.02.2025, 01.02.2026, 01.02.2027 and 01.02.2028 were withhold during the currency of punishment i.e., from 20.08.2024 to 19.08.2028 and will be released only after 20.08.2028.
While under the currency of punishment was again awarded another penalty of “Reduction of Time Scale of Pay by three stages for a period of three years with cumulative effect” for his unauthorized absence from 17.02.2025 to 07.07.2025 (140 days), also treated the said period as LWP. This punishment has to be implemented from 03.10.2025 to 02.10.2028.
Since the punishment awarded in the first instance has already implemented and he is under currency of punishment upto 19.08.2028, request clarify whether the punishment of RTSP awarded in the second instance may be implemented on completion of the currency of punishment awarded in the first instance or other wise.
