Conditional appointment related doubts

i have appointed as Jr Asst under under conditional base (i.,e to acquire the degree qualification within stipulated time in the year 2020 and i have acquired the the qualification in the year 2025 March
here are my doubts:
1 . during 2020 to 2025 can i take the AGI
2. can take surrender leave
3. can i use my E.L or which leave i can take expect rhe CL
i not kindly provide me the related document and if i can please provide me the related document and rule position

1. Annual Grade Increments (AGI)
Answer: No. According to G.O.Ms.No. 60 (11.02.1997) and subsequent clarifications, a "Conditional Appointment" is considered temporary until the required qualification is acquired.
Annual increments are only sanctioned after the successful completion of probation.
Probation can only be declared after you pass the required tests or acquire the degree.
Rule: Once you submit your degree in 2025, your service will be regularized, and you will be eligible for increments prospectively (from that date). You generally cannot claim arrears for increments from 2020 to 2025.

2. Surrender Leave
Answer: No. Surrender Leave (encashment of EL) is a benefit available to Regular/Permanent employees. Since your service is considered temporary/conditional until 2025, you are not eligible to surrender leave for cash during the 2020–2025 period.

3. Leave Eligibility (Other than Casual Leave)
Answer: You are eligible for Earned Leave (EL), but with restrictions.
Earned Leave (EL): As a temporary employee, you earn EL at a lower rate (usually 8 days for every 6 months) compared to regular employees (15 days). Also, you can only accumulate up to 30 days maximum, whereas regular employees can accumulate up to 300 days.

Half Pay Leave (HPL): Not usually admissible to temporary employees in the first few years.
Extraordinary Leave (EOL): You can take this for medical reasons or to study for your degree, but it will be without pay.
